Most issues with BOTH front power seats not functioning can be traced to problems with the control module for the power seats failing (on cars equipped with those modules). It is located under the front seat (depending on the Saab) and can range in price form 400.00 to 900.00 new.
Another weak spot in the Saab 900 power seat mechanism is the wire which connects the seat back to the seat bottom. It runs right beside the tilt latch that locks the seat in the upright position. If this wire gets stuck in the latch, the latch can penetrate the insulation of the wire and it will short and blow the power seat fuse. My Saab 900 SE power passenger seat back would not recline properly. Only one side would go back and the seat back would twist. I removed the seat and found that this model has a motor inside the seatback that turns a gear on one side of the seat. There is a bar that runs from one side of the seat back to the other and each end has a gear on it. This bar had broken teeth on one side and this was causing the seat to twist. I have not been able to find a replacement part. Most sites refer to a cable.
