Saab Aero 95 2000 vibration. Can shims be added for camber?

I was told by an alignment shop that shims or spacers needed to be added to change the camber, and I have seen them for sale on TheSaabSite, but a couple of Saab mechanics has told me that you can't
use shims...that the control arm needs replaced/adjusted.
The problem is tire noise along with the vibration at 50/70 mph.
They said I had a bad rim (BBS 2 piece)that I already had trued once.
But couldn't tell me whether the vibration was from the camber issue or the rim issue.
My question is, can shims be used to change the camber, and if so, where do they go.
