front lights (Beams and rear) always on

Once I turn the engine on or the key to the one position lights turns on even if the light swicht is off beams and rear lights automatically gets on day or night. I do move the swicht to the on position and off but lights reminds on. (2002 Saab 900-3)
any idea of what could be the problem?
Please let me know.

Probably the there is a fuse in place for the "Day Time Running Lights" remove the fuse and your light switch will control the headlights

Thank yuo lit work, I did install the fuse before becaue it was empty but I did not know that it was the couse to the problem.
