It isn't necessary to remove the wiper or the false bulkhead cover. the valve is accessible in the engine compartment with simply removing the air collector and air box. These instructions had me baffled because all i was exposed to when i removed the wiper system was the cabin fan. The valve is located on the passenger side directly under the power steering rack. its hard to see right off, so if you have a hard time finding it, locate the large and small medal pipes and follow them to the firewall and you'll see the valve. After finding it, it took about 30 mins to replace.
