The washer squirter are located on top of the hood and squirter water on your windshield to clean your windshield. The usual problem with the squirter is that people get wax in the holes of the squirter when waxing their car. You can often clean the wax out by using a needle to clean them out. The washer valves are located in the washer line between the washer pump and the washer squirter on the hood. These valves usually cause the fluid to not reach the washer squirter. The only cure is replacement of the valves.

On SAAB 9000 circa 1997 water was pouring out from back of the non return valves in line behind each squirter. Also out of the non return 3-way valve near the washer bottle.The valves are two part and can be carefully prised apart with delicate use of a blade. Inside is a small spring (dont lose it )and a thin rubber membrane. Membrane was split in all 3 valves. I cut replacement membrane disk fron very thin (about 0.1mm thick) rubber strip using original as a template. Placed in position and popped the valve halves together ensuring the springs in place too. Worked a treat and problem solved. Valve near washer resevoir needs drivers side wheel arch pulling away or undoing. Hope this helps.
NOTE: Keep in mind that fix may or may not work. In most cases you are better off buying replacement valves just to save time.
